世界消费人协会

世界消费人协会的成立,是为了唤醒消费人的权利与意识,提高消费人的自我保护能力、成为消费人的参考准则,处理消费人的投诉,协助消费人减免损失,打击违法商家,担任消费纠纷仲裁,并协助各地政府推动保护消费者权益法制的建设。

为此,我们兢兢业业,并且也取得卓越成效,同时也清楚地看到,当前消费市场上的伪劣黑骗问题仍是非常严重的课题。随着世界经济快速发展,人民生活水平迅速提高,人们的自我保护经验与知识也日益增加,广大消费者对消费环境的要求也越来越高,这就迫切要求作为消费人保护组织的消费人协会发挥更大的作用。

我们目前已经从马来西亚,新加坡,台湾,泰国,印度,中国,美国,德国和日本等经济蓬勃,法制较健全国家的消费者保护组织情况着手,不断在完善或者促进各种消费条例与法规,积极建立一个和谐,保护性强的国际性消费人保护组织,并期待有您的参与,能让世界变得更加美好。

我们的宗旨

(1) 主要目的是保护全球成员和在国际范围内更好地保护消费者权益。实行消费人教育计划,以继续保持在世界市场上的稳定性和一致性。及鼓励消费者积极参与利用自己的权利和权力,以实现正义的市场。鼓励消费人更加积极保护自己以避免被不负责任的商家或经销商欺骗。

(2) 助消费人认识和了解自己的权利,如。实现基本需求的权利,安全和保护的权利,获得信息的权利,选择权的权利,表达的权利。获得退款的权利,免费消费教育的权利和健康生活与环境安全的权利。

(3) 在世界范围内协助并积极推动各国消费人组织及政府努力做好保护消费人利益工作;促进对消费服务进行比较、试验的国际合作;促进消费信息、消费教育和保护消费人方面的其它各种国际合作;收集、交流各国保护消费者法规及惯例;为各国家集团讨论有关消费人利益问题解决办法提供讲坛;出版有关消费人信息的资料;与联合国的机构及其它国际团体保持有效的联系,以起到能在国际范围内代表消费人利益的作用;通过联合国的机构和其它可行的方式,对发展中国家关于消费人教育和保护的发展计划,给予一切实际 的援助和鼓励。

(4) 维护全世界网络消费安全性,网络销售平台对消费者应承担的责任, 针对网络销售发生问题,消费者向商家维权的障碍, 消费者生命健康的虚假广告给消费者造成损害的. 呼吁世界各国立法和实践要求网络交易平台提供商对网站上的卖家侵权行为承担一定的责任。

(5) 设立小组委员会或工作组负责检测商品,进行教育、发展、法制、医疗等活动;在亚太地区设立顾问小组委员会,提供信息资料的专门来源。以收集和传播与消费者利益有关的立法、技术、教育的资料。制订亚太地区经济与社会委员会管区内区域发展计划支持并进行有关不完备商品标签、向第三世界倾销危险药品、 农药以及婴儿食品的监察等问题的研究。
(6) 颁发世界性认同奖励和赞赏证书或奖牌于提供良好的服务给消费者的公司或制造厂家。

我们的服务

一,加强消费者意识/教育消费人
世界消费人协会的首要任务( WCA)是为了加强全世界消费人对于自己的权利和消费意识。此任务如下:
(1) 出版世界性的宣传册,特刊及消费性质的专题论文。
(2) 主办国际消费人会议,研讨会和讲习班。
(3) 提高和教育消费人知觉性。
(4) 提供女士有关消费主义的特别教育。
(5) 促进理想的国际消费水准

二,帮助消费人提起诉讼
世界消费人协会( WCA)将在各个国家提供消费人的法律援助,这项任务是为了保护全球消费人得到应该的保障。

三,取缔劣品或任何山寨产品或有损害消费人健康的行动
世界消费人协会( WCA)将会发起抗议和收集证据并通过法律途径配合有关国家执法单位取缔任何山寨或有损害消费人健康的产品,除此之外,也会通过国际消费醒觉运动来保护全球消费人。

四,对不同的产品收集数据和进行测试
世界消费人协会( WCA)会在任何时候抽样收集任何产品以进行测试,所有测试结果也将会公开在我们“世界精明消费指南”一书。这是为了提供全球消费人可以得到更多及正确的产品知识,我们也会在世界各个角落协助消费人,以帮助解决消费人问题。

五,协助教育机构
世界消费人协会( WCA)将会协助全世界教育机构增强消费人意识的课程,也希望消费人意识可以列入主要必修课。

六,促进国际消费人协会的网络
世界消费人协会( WCA)将提供服务给全球消费人或消费人协会,组合世界级的联盟。

七,竭尽全力协助各个国家政府
世界消费人协会( WCA)将协助各个国家政府提供任何违法消费资讯,减低国家负担。

八,减少网络诈骗和网络犯罪
世界消费人协会( WCA)会联合美国联邦调查局(FBI)进行审查网络诈骗和网络犯罪,减少网络犯罪的发生概率和加强网络的安全性。

消費人的八大權力

一九六三年,国际消费者组织联盟( IOCU )根据一九六二年美国总统甘迺迪首次提出消费人的四大权利-讲求安全、知道真相、选择及表达意见的权利,再定出消费者的八大权利,而成为世界各国消费者的共识,其内容如下:

1. 得到基本需求的权力
消费者有权获得基本必需品的生存是令人满意的食物,衣著,住房,医疗,教育,公共事业,供水和卫生设施。

2. 得到获得商品和固定服务的权利
消费人对有危害健康与生活之产品与服务,有抗议之权利。

3. 得到正确咨询的权力
消费人对可作为消费选择参考之资讯,有被告知事实真相之权利。

4. 得到决定选择的权利
消费人对各种商品与服务之价格决定与品质保证,有请求在充分竞争条件下形成之权利。

5. 得到表达意见的权力
消费人对有关消费者权益之公共政策,有表达意见之权利。

6. 得到请求赔偿的权力
消费人对瑕疵之产品或低劣品质之服务,有请求赔偿之权利。

7. 得到消费教育的权力
消费人对有关消费之知识与技巧,有取得之权利。

8. 得到健康环境的权力
消费人有要求在安全不受威胁,且有人性尊严环境下生活之权利。

 

The establishment of the Worldwide Consumers’ Association, is to awaken consumers’ right and awareness, enhancing consumers’ self-protection capability, being consumers’ reference guidelines, handling complaints, reducing or remitting consumers’ losses from unfair treatment, taking actions on malfeasance companies etc. The WCA plays a role of consumer disputes arbitration, and assists local governments in promoting legal constitution to protect the rights and interests of consumers.

For this reason, we are always cautious and conscientious, and we had made remarkable achievements in the past in several countries. However, we should better recognize that currently the inferior and counterfeited products are still over flown in the markets. With the rapid development of world’s economy and the improvement of people’s living standards, consumers’ experiences and knowledge of self-protection is gradually increase, and consumers are demanding a greater consumer protection environment. Therefore, Worldwide Consumers Association plays a more privet role in the world.

We built organization and gained experience in several countries, such as Malaysia, Singapore, Taiwan, Thailand, India, China, the US, Germany and Japan, which have well-developed economy and sound legal systems, and continually improving and promoting a firm consumers’ constitution and regulations, and actively built a harmonious, strong protective international consumers’ organization. We look forward to your participation, and together make this world a better place in which to live.

OUR OBJECTIVE

1. Aims to protect the members and maintain a good quality of consumer practice in worldwide. Caring out consumer education programmes to continuously maintain the stability and consistency in the world marketplace. The Bureau encourages consumers to be actively involved in using their rights and power to attain justice in the marketplace. The Bureau also encourages consumers to be more proactive in protecting themselves from irresponsible entrepreneurs and dealers.

2. To assists national consumers in knowing and understanding their rights, eg. the rights to attain basic needs and necessities, the rights to attain safety and protection, the rights to receive information, the rights to choose, the rights to express. The rights to receive refunds, the rights to obtain free consumer education and the rights to live in a healthy and safe environment.

3. Assist and actively promote national consumer organizations and government efforts to do a good job protecting the interests of consumers in the world; the promotion of consumer services by comparing the test of international cooperation; to promote consumer information, consumer education, and various other aspects of the protection of consumers international cooperation; collect, exchange of national consumer protection regulations and practices; to discuss issues related to the interests of consumers solutions to provide a forum for groups of countries; the publication of information on consumer information; maintain effective liaison with the United Nations agencies and other international organizations, in the role play to represent consumer interests in the international context; by United Nations agencies and other practical way of developing countries on the development of consumer education and protection plans, giving all practical assistance and encouragement.

4. Protect the safety, the responsibility of internet sales. Internet sales platform must bear all the problems of Internet sales transactions. User rights on the internet business, protecting the safety and health damage caused by false advertising to consumers. To enforce the law and practice of the need for internet transactions.

5. Set up a small committee or group responsible for monitoring the goods of education, development, law, medicine, and other activities. Asia-Pacific Advisory Commission established to provide specialized information sources, collect and disseminate information on the importance of consumer legislation, technology and educational .Organizing a committee for the Asia Pacific region to develop economic and social development plan, incomplete label, dangerous drugs, poisons pests and monitoring issues such as baby food to the third world.

6. To give world recognize awards and appreciation in the forms of certificates or medals to any company or manufacturer that conducts and provides a good service to the consumers.

OUR SERVICE

1. Accelerating Consumer Awareness/Educating Consumers
The first priority of World Consumers’ Association (WCA) is to accelerate world consumer awareness towards their rights. To accomplish this task following efforts are made:
(1) To publish brochures, journals and monographs.
(2) To arrange conferences, seminars and workshops.
(3) To educate consumers to help themselves.
(4) To provide special education to women about consumerism.
(5) To encourage to follow desirable consumption standards.

2. Filing Suit on Behalf of Consumers
Whenever a consumer fails to raise his voice of protest regarding his complaints, Worldwide Consumers’ Association (WCA) come to his rescue and file a case in the consumer’s court by each country. By rendering this service to the consumers, the consumers get a feeling that they are not alone in their struggle. They also run voluntary complaint centre for the guidance of consumers.

3. Organizing Protests against Adulteration etc.:
Worldwide Consumers’ Association (WCA) plays a significant role in eliminating the evils of adulteration, hoarding, black- marketing, and under-weight selling. Whenever there is an unnecessary rise in the prices of certain things, we raise a voice of protest against it.
Worldwide Consumers’ Association (WCA) prepares films related to adulteration in food products, ill effects of medicines and Acts related to consumer protection. Many a times exhibitions are arranged to bring awareness among the consumers against spurious and adulterated products.

4. Collecting Data on Different Products and testing them
Worldwide Consumers’ Association (WCA) will collect samples of different products from time to time and test them. After that the results of the tests are declared to public in our “World Consumers Guide” magazine. In this way and provide prior information to consumers about the authenticity of product and protect them. Apart from this, we also work in conducting investigation/ research on consumer’s problems worldwide.

5. Helping Educational Institutions
Worldwide Consumers’ Association (WCA) tells the educational institutions the way to prepare courses of study keeping in view the interests of the consumers. They stress the fact that a special article on consumers interest should always be added to the courses on general study.

6. Promoting Network of World Consumers’ Association (WCA)
Worldwide Consumers’ Association (WCA) wants to cover all the countries of the world so that consumers of all the country are benefited by our services. This effort is to form a federation at the world level and then through the medium of the federation reach the world.

7. Extending Support to Government
Worldwide Consumers’ Association (WCA) by informing the each government of the world agencies about adulteration, artificial scarcity, inferior quality products and other such evils help the government. This in turn helps the government to conduct proceedings in time.

8. Reducing internet scam and cyber-crime
Worldwide Consumers’ Association (WCA) will educate and conduct investigation around the world on safety internet transaction and e-scams prevention. These will also in-corporation with Federal Bureau of Investigation (FBI) to strengthen the network security in order to reduce probability occurrence of cyber-crime.

THE EIGHT CONSUMER RIGHTS

1. The rights to have basic needs
The consumer has the rights for access to basic needs, essential goods and services: adequate food, clothing, shelter, health care, education, public utilities, water and sanitation.

2. The rights for safe goods and services
The consumer has the rights to be protected against products, production processes and services which are hazardous to health or life.

3. The rights to obtain information
The consumer has the rights to be informed of the necessary facts to enable them to make the right choices and be protected from unscrupulous or misleading advertising and labelling.

4. The rights to make choices
The consumer has the rights to select from a variety of goods and services offered at competitive prices and satisfactory quality assurance.

5. The rights to voice out opinion
The consumer has the rights to voice out to ensure that his/her interests will get due consideration in the formulation and implementation of government policies, as well as in the development of goods and services by the manufacturer.

6. The rights to redress
The consumer has the rights to receive fair judgement, including compensation for the purchase of goods with misleading trade descriptions, poor quality or unsatisfactory services.

7. The rights to acquire consumer education
The consumer has the rights to acquire knowledge and necessary skills to allow them to select from a variety of goods and services offered and practice their rights and responsibilities as a user.

8. The rights to live in a clean and safe environment
The consumer has the rights to live and work in a clean and healthy environment which is not harmful to the present and future generations.
